If I understand your question correctly, All Saints does not receive any support from SCVLP, nor has it in the past. If there are congregations giving to Sunny View, it is their independent choice.

to a new conference association.

Then, we can gather on September 17th, ready to be a part of
something new with our new conference mates!

possibly can (still waiting on host confirmation) but if you
