Dear Friends:

We are moving ahead with plans to develop an immigration services program t=
o reach into the various arenas of the synod - beginning with Santa Clara V=
alley Parish.  Yes. It is an ambitious project but it shall be with the col=
laboration of many. I have initiated contact with LSSNC and others in the i=
mmigration services arena. I want to let the Pastors of the SCVP have heads=
 up on this too. It is in a state of flux just now, changing ever day. Howe=
ver, it will come together.  Here is what I have to say just now.=20

The country will have an immigration reform policy in 2013 to provide a pas=
sage to transform the 13 million+ undocumented residents into legal residen=
ts. This situation confirmed by personal experience within the community wi=
ll create an overwhelming need for outreach and assistance with verificatio=
n of eligibility, review of complex case histories, direction toward the mo=
st beneficial process, preparation of application packets, form completion,=
 interview preparation and citizenship involvement.

To address this situation and to provide timely, efficient, quality based a=
ssistance we shall establish an Agency (NP filing in process) focused on pr=
oviding immigration services to meet the needs of the broadest constituency=
 possible. Service systems will be put in place to complete the application=
 process in the most timely manner, utilizing state of the art technology, =
and the most efficient methods possible while maintaing high quality standa=
rds.=20

Outreach methods shall include the use of =91text messages=92 and some of t=
he more traditional methods of older generations to include traditional gat=
hering places of ethnic communities, =91one-day or half-day on site events =
at church, fairs, ethnic business in the greater Santa Clara county area.=
=20

The Agency will maintain contact with other established immigration program=
s to facilitate and encourage collaboration and cooperation, eliminating un=
necessary competitive practices whenever possible and practical.=20

This model shall utilize triage methods such as group screening workshops a=
nd presentations, drilling down to individual interviews to ensure quality =
control. Liaison shall be maintained with immigration legal resource servic=
es and qualified immigration attorneys to ensure that complex immigration s=
ituations are appropriately addressed.=20

This model also involves a substantial publicity and outreach process using=
 grassroots methods to reach the greatest number of potential qualified app=
licants as possible. The philosophy and program service model centers on po=
tential client base numbers and not agency census staff pools. Staffing wil=
l emphasize training and equipping persons from the community served to pro=
vide services.

The organizing office is located at Grace Church of Evergreen. Semi permane=
nt and satellite offices will be set up in high immigrant areas beginning i=
n Santa Clara county and beyond.

The founders of the office were deeply involved and committed to the 1987 =
=91Amnesty=92 program. They established an immigration based service agency=
 in Yuma AZ assisting thousand of individuals primarily in California and A=
rizona from the amnesty program through citizenship. It  gained national at=
tention for its services, creativity, efficiency, reputation within the com=
munity served, relationship with the Immigration Service, Border Patrol and=
 integral involvement with the local community and its Citizenship ceremoni=
es.
